The role of strategic planning in the spatial sustainable development of coastal cities: A case stud
According to the experiences of other countries in the field of strategic planning, this type of planning focuses more on physical factors, land-related factors, economic factors and political factors in planning horizons. Paying attention to these factors shows the high degree of importance of spatial development among urban managers. These are the cities. The traditional (comprehensive-detailed) urban development plans do not have the ability to pay full attention to the above factors, for this reason, these cities went towards a type of planning that can control all the factors. In Iran, due to the great power of the factors Above in urban planning and the involvement of these factors in the non-fulfillment of traditional urban planning proposals, the spatial development of cities is very important. Because coastal cities are different from other cities in economic, social and political reactions.The fragile ecosystem of these cities causes the excessive impact of the aforementioned factors - factors affecting the spatial development of cities such as; Physical factors, factors related to land, economic and political factors.This thesis examines the features of the urban master plan in the field of spatial development and introduces strategic planning as a model of planning that can play the best role in the spatial development of coastal cities.In this research, Spearman's correlation methods, Burgados spectrum and analytical methods were used to prove the hypothesis. The results obtained from this research are summarized as follows:
- The inability of Hadi Shahr Noor plan to pay attention to all aspects of factors affecting the spatial development of this city.
- Hadi's plan does not pay attention to the needs of citizens.
- The strategic position of the coastal city of Noor due to being at the intersection of water and land and having a transit location.
- Failure to analyze the environmental structures of the urban area by the project of Hadi Shahr Noor.
- Failure to pay attention to the limits and restrictions of the spatial development of the city.
- Spatial development in coastal cities is a strategic approach in the development process of these cities.
- Spatial development of coastal cities has four elements, physical, land-related, political and economic factors.
